Based on Biri Island, Northern Samar, the Biri-Isla Coral Program's overall objective is to contribute to the empowerment of municipal fisherfolks with the other stakeholders and in the process enable them to initiate and sustain locally-based collective actions directed towards the amelioration of local resources, improvement of fisheries productivity, and enhancement of diversified livelihood opportunities in coastal communities.

The Biri Program was conceptualized by the Philippine Network of Rural Development Institutes, Inc. (PhilNet-RDI), together with its field office in Northern Samar-Trowel Development Foundation, Inc. (TDFI). PhilNet-RDI is a member of the Fisheries Development Consortium or PMSL established in partnership with the Northern Samar provincial office of the Bureau of Fisheries and Aquatic Resources, local government units (LGUs) and fisherfolks in the municipalities of Pambujan, Mondragon, San Jose and Lavezares and non-government organizations operating in the four municipalities, namely: Tambuyog Development Center, Inc. (TDC), Center for Empowerment and Resource Development (CERD), Inc., and Management and Organizational Development for Empowerment (MODE).
