FIRMED – Mondragon
Depletion and destruction of marine resources along the northern coast of Mondragon, Samar, are occurring at a very critical rate.  Fisheries catches have been reduced significantly over the last two years.  This pushes the municipal fishers to venture outside their municipal waters as far as the Samar Sea, where they are subject to being driven away by law enforcers.

The FIRMED program here was started in 2002 and covers four coastal barangays. The project initiatives are aimed at increasing the capability of barangay-level structures to plan and implement local fishery management projects.  The particular concern of the project is the formation of groups and organizations with men and women members, capable of planning and implementing their own programs with support systems for internal resource generation set up.
