FIRMED – Surigao del Sur (Hinatuan Bay)
Six barangays in the Hinatuan Bay region have participated in the FIRMED program since 1996, with formation of organizations including both men and women.  Initially, the POs (people's organizations) focused on mangrove reforestation projects in several barangays, and establishment of seven fish sanctuary projects comprising 519 hectares.

NAMAHIN, the fisherfolk federation, was formalized with 14 chapter organizations.  The municipal federation coordinates activities at the municipal level such as advocating for a Comprehensive Municipal Fisheries Management Ordinance (CMFMO), monitoring of PO/chapters’ plans, and promotion of PO initiatives.

Complimenting the resource management projects are livelihood activities undertaken at the level of the organizational, household or individual member and partnership arrangement with a PO.  The organizations’ projects are usually self-help in nature, with credit and marketing assistance being provided for household projects; particularly for seaweed farming.
